Info required

I've been told that the council around the Albox Partaloa area have been taking aerial photos of properties and displaying them at the town hall. Apparently owners are supposed to go and check that their property has been logged with the correct information.And have to do so by the end of April.
Does anybody know why this has happened. I'm not in Spain until the end of April, should I be concerned?
